Evaluation of DG ECHO’s Fleet Management

Together with INSEAD and the Fleet Forum, Groupe URD will be carrying out an evaluation of the management of DG ECHO’s fleet of vehicles. This evaluation, which is relatively specific and technical, will contribute to our general analysis of environmental issues in humanitarian action and the security of humanitarian workers in the field.
Groupe URD is part of the team in charge of evaluating the management of ECHO’s fleet of vehicles, which will run until March 2013 and will include a number of field visits to ECHO regional offices. The objective of this project is to evaluate the effectiveness and efficiency of the way the fleet is managed (general policy, procedures, etc.) and how well this system is adapted to the needs of users and beneficiaries.
DG ECHO runs a network of 44 offices in 38 countries, in a wide variety of contexts and conditions in terms of infrastructure, climatic conditions, levels of security, etc. This technical issue of fleet management is therefore not insignificant and involves numerous parameters at the central and regional levels.
