Evaluation of the ECHO-ICRC partnership
January - September 2006
A multi-disciplinary Groupe URD team evaluated the partnership between DG ECHO (the department in charge of humanitarian issues within the European Commission) and the International Committee of the Red Cross.
The objective of this evaluation was to analyse the work relations between the two organisations to identify positive points and to make recommendations for improvements, which would then improve the service provided to crisis-affected people.
Interviews took place in Brussels and Geneva and field visits were carried out in Rwanda, Afghanistan, Sri Lanka and Israel/Palestine. The evaluation reference framework used the Quality COMPAS criteria.
