Evaluation of the Support Programme for the Reconstruction of Housing and Neighbourhoods

Groupe URD and UN-Habitat signed a cooperation agreement in 2012 for the evaluation of the Support Programme for the Reconstruction of Housing and Neighbourhoods, which began in 2011 and will end in mid 2014. In order to follow the development of the programme, Groupe URD decided to implement an “iterative evaluation” process, involving field visits in 2012, 2013 and 2014. In 2012, a preparatory field visit took place in June 2012 and a data collection mission was carried out in October 2012. This Programme was developed in connection with the Interim Haiti Recovery Commission (IHRC), the government  and representatives of the state, which was still in the process of reorganising following the earthquake, as well as with clusters, UN agencies, donors and operational aid agencies. The Programme aimed to develop appropriate monitoring tools and build the capacity of the Haitian state in ministries and technical administrations, increase the competencies of municipal authorities and increase ownership on the part of inhabitants and their communities. It also aimed to coordinate support, planning and field intervention initiatives, particularly in urban environments, with the recovery programmes which were already underway. As such, the programme aimed to encourage a participatory approach in keeping with the planning work being carried out by the Canadian urban planning agency IBI-DAA at the request of the Ministry of Planning and External Cooperation (Ministère de la Planification et de la Coopération Externe -MPCE).
The objective is to move from a system of separate projects taking place during the post-emergency phase, to a general recovery programme and a coordination framework which will allow gains and expertise to be shared.
