Evaluations and evaluation support in Haiti

Groupe URD conducts a number of activities related to evaluation in connection with its Haiti Observatory:

1) Methodological support in evaluations: Groupe URD’s Haiti Observatory offers its services free of charge to all institutions conducting project evaluations. This can involve support in carrying out an internal or external evaluation (e.g. drawing up ToR, re-reading reports, preparing methodological tools or implementing monitoring and evaluation systems), making available the list of people who have been trained in project evaluation by Groupe URD or the communication/sharing of terms of reference with national and international consultants.

2) Project Evaluation: Groupe URD regularly responds to calls for proposals for external evaluations of projects. These can be real-time, end of project or iterative evaluations. Two evaluations are currently underway in Haiti: The iterative Evaluation of Projects Funded by Swiss Solidarity (September 2010 – June 2012) and the iterative Evaluation of the Support Programme for the Reconstruction of Housing and Neighbourhoods (2012-2014)

Iterative evaluations are dynamic evaluation and support processes aimed at improving practices in changing contexts. They involve a series of evaluations carried out at transitional phases of a programme with the aim of strengthening the capacity of the programme to adapt to changes in the context, to improve knowledge management and use of lessons learned and to ensure that the programme is of good quality. They are participatory, promoting the exchange of experiences between stakeholders and capacity building.

They are appropriate for medium-term programs in shifting contexts (post emergency or situations where there are recurring crises) involving several partners. They require a certain level of flexibility in programmes and in terms of collaboration with the evaluation team so that the programme or the evaluation visits can be adjusted to context-related circumstances.

3) Evaluation training courses: Two project evaluation training courses, both one week long, were held in Port-au-Prince during 2012. For financial reasons, it was not possible to organize a third training course as had been envisioned. Further courses will be run in 2013 on the same theme.

4) Sharing lessons: Groupe URD’s Haiti Observatory aims to highlight the lessons learned from projects implemented since the earthquake of January 12 2010. To this end, we are interested in any evaluation results that you would be willing to share via articles for this Observatory Newsletter or the evaluations reports themselves.
