Final evaluation of a project by Electriciens Sans Frontières in Haiti
After the post-earthquake emergency in Haiti and significant work in the camps there, Électriciens Sans Frontières was approached by fifteen municipal councils to support the reconstruction effort by developing photovoltaic public lighting for a number of neighbourhoods and communal sections. The NGO is currently beginning to apply the quality management tool developed by Groupe URD to its programmes. It is in this context that Groupe URD will be carrying out the final evaluation of the LPV2 project which aims to establish “Sustainable public lighting to support the reconstruction in Haiti”.
The principle focus of this evaluation will be the durability of the installations, and the views of partners and beneficiaries about the direct effects and impacts of the project. The objective is also to learn lessons from this experience and to make recommendations for future projects and for the maintenance activities that have yet to be put in place as part of this project.
This evaluation is also an opportunity to put into practice the NGO’s new quality reference framework and the good practice guide developed with support from Groupe URD.
