Haiti: 4 years after the earthquake
4 years after the earthquake of 12 January 2010, it is time to take stock. Via different types of activity and the creation of the Haiti Observatory, Groupe URD has been very involved in the learning process following the disaster. We are now transmitting the main lessons from this crisis, via different media, such as the radio programme “Cultures-Monde” on the public service radio station, France Culture, films and events in Switzerland with our partner Swiss Solidarity, which conclude 4 years of iterative evaluations in Haiti.
On the Cultures-Monde radio programme, “Haïti, une aide humanitaire sous le feu des critiques” on 10 January 2014, François Grunewald, Executive Director of Groupe URD, spoke about the principle lessons from the crisis alongside Michèle Oriol, an Anthropologist and member of the Commission Interministérielle pour l’Aménagement du Territoire en Haïti and Daniel Dérivois, a Psychologist who has worked on the resilience of Haitian children after the earthquake.
Groupe URD presented the aid sector’s successes, the difficulties encountered and the learning opportunities, with a particular focus on the specific characteristics of reconstruction in urban environments, which brings numerous operational difficulties. This is a central theme of the work of Groupe URD’s Haiti Observatory which will continue to provide aid and reconstruction actors with support in Haiti until the end of 2014.
Groupe URD and Swiss Solidarity concluded 4 years of iterative evaluations in the field with a series of conference-reviews in Switzerland, where the results of the NGOs’ work and the impact of the support process were presented.
Following the earthquake of January 2010, Swiss Solidarity set up the Haiti Earthquake Fund which was used to fund a number of NGOs. A few of these were involved in emergency relief, providing healthcare and distributing essential goods, while the majority were involved in post-emergency building reconstruction, water and sanitation and economic security programmes.
From 2010 to 2013, Groupe URD conducted an iterative evaluation of the programmes implemented in Haiti by these NGOs. After carrying out a cross-sector analysis of the context, we evaluated the progress made on the programmes in order to contribute to improved monitoring, identify areas where modifications might be needed, and create synergy between partners by helping to establish joint learning. This process allowed the programmes to evolve along with the context and needs.
At the end of the evaluation, a seminar entitled “En quête de la post‐urgence durable” was organized from 30 September to 2 October in Port-au-Prince. It was an opportunity to review and work on questions and issues that NGOs had to face in Haiti. The debates led to the drawing up of 11 key messages which present the lessons drawn from these projects and discussions.
