Important lessons to take into account in managing the emergency in Nepal and preparing for the reconstruction
In order to help emergency relief organisations, and anticipate the difficulties of the reconstruction so that certain errors are not repeated, we recommend a report written in 2014 about Kathmandu and the preparation, prevention and management of urban risks, with analysis which is very relevant to the current emergency in Nepal: http://www.urd.org/IMG/pdf/Urban_Preparedness_Kathmandu_Full_Report_.pdf
The lessons learned following the earthquake in Haiti in 2010 also need to be taken into account in managing this crisis and the future reconstruction.
Groupe URD ran an Observatory in Haiti from 2012 to March 2015 to support organisations involved in the reconstruction.
Here are some of the evaluations that we carried out:
- 1 month after the earthquake (for the French Ministry of Defence’s Strategic Affairs Delegation)
- 3 months after the earthquake (for the United Nations Inter-Agency Standing Committee)
- The Evaluation of Programmes Funded by the European Commission (DG ECHO) following the earthquake in Haiti (2010-2011)
And many other evaluations and studies on different thematic and technical issues (difficulties of the urban context, rehousing, WASH, environment, cash transfer programmes, the community-based approach, etc.).
