Meta-analysis of the evaluations carried out by MSF’s OCBA between 2013 and 2015

MSF’s Operational Centre Barcelona-Athens (OCBA) created an evaluation department in 2011, based in Athens. Having evaluated around twenty projects implemented by MSF Spain, the department wanted to take a step back to analyse the impact of their work and the quality of the evaluations that they have carried out. It is in this context that Groupe URD has been asked to conduct a meta-evaluation. This involves studying and synthesizing a number of evaluations to learn lessons in terms of relevance, effectiveness, efficiency, sustainability or any other criteria decided in advance, thereby pooling knowledge and experience to improve future evaluations.

In order to help the department improve its internal evaluation activities, Groupe URD analysed around thirty reports from evaluations carried out between 2013 and 2015 as well as conducting a number of interviews.
