Methodological support for the Portuguese NGO platform

The Portuguese NGO platform commissioned Groupe URD to carry out a study of existing quality approaches in the Portuguese humanitarian sector and the idea of creating an emergency fund within the Portuguese Ministry of Foreign Affairs.
The Grupo de Ajuda Humanitaria de Emergência, the Portuguese NGO coordination body, asked Groupe URD to work on two issues:
- Strengthening the capacity of Portuguese NGOs in terms of humanitarian response, with a particular focus on quality (method and approach). This involved an analysis of factors such as difficulties, needs, motivation and positioning and was followed by training on project management;
- Exploring the idea of creating an emergency fund within the Portuguese Ministry of Foreign Affairs, and more specifically, within the Instituto Português de Apoio ao Desenvolvimento (IPAD).
