Our activities in Haiti

Groupe URD has been following developments in Haiti closely for a number of years.

Case studies have been carried out as part of multi-country projects, such as the post-crisis strategic evaluation for AFD (the French Development Agency), which was carried out in 2005-2006. This aimed to analyse and improve AFD’s intervention strategy in crisis and post crisis situations and in fragile states. Another example was Phase II of the Cluster Approach evaluation carried out in partnership with GPPI in 2009 which evaluated the operational effectiveness and results of the Cluster Approach.

Since the earthquake of 12 January 2010, Groupe URD has been in Haiti very regularly and we have conducted a number of evaluations in different sectors.

Two large real-time evaluations were carried out very soon after the earthquake, with the objective of analysing the humanitarian response to immediate needs in the weeks following the disaster, in order to readjust objectives if necessary, analyse the context in greater detail, etc.

  • 1 month after: Evaluation of crisis management in Haiti, which focused particularly on the issues of civil protection, emergency health care and relations between the military and the humanitarian sector and was conducted for the French Ministry of Defence’s Strategic Affairs Directorate (DAS) as part of a broader research project;

Two evaluations were carried out for two fund-raising and redistribution mechanisms:

  • 6 months after: Evaluation of relief programmes funded by the Fondation de France, in July 2010, which also was an opportunity to look at fund-raising platforms in general. This evaluation focused on 3 areas: reconstruction, disaster risk reduction (DRR) and the participation of local communities. It reviewed the emergency relief programmes which had been carried out in the six months since the beginning of operations and evaluated a certain number of programmes at different phases of the project cycle (initial assessment, needs analysis, design and implementation);

Groupe URD has also been involved in the After Action Review of the United Nations Population Fund’s activities in Haiti between August and October 2010, which aimed to learn lessons from this disaster to strengthen disaster preparedness mechanisms.

As part of the inter-agency working group on joint impact evaluation of humanitarian aid in Haiti, Groupe URD also carried out a consultation of stakeholders and the population.

In early 2011, Groupe URD has also conducted the evaluation of DG ECHO’s global response to the Haiti situation, placing the response to the earthquake in the context of the overall response to problems of vulnerability (Plan Global, DIPECHO, etc.).
