Raising the Bar: Enhancing transatlantic governance of disaster relief and preparedness

Together, the European Commission, the Member States of the European Union and the United States government fund two thirds of all the humanitarian aid in the world. Their policies and funding decisions therefore have a major influence on the “performance” of the humanitarian system. How can the effectiveness, efficiency and coherence of the humanitarian aid that they fund be improved ?
The Global Public Policy Institute’s Raising the bar project focused on both policy issues and operational challenges and aimed to improve the practices of US and European donors.
Groupe URD contributed to the project, conducting four case studies on the following themes:
- LRRD in Afghanistan;
- LRRD in Chad;
- The integration of gender perspectives into humanitarian action, lessons learned in Darfur;
- Strengthening local capacity, lessons learned in Palestine.
