Video: Reflections on Resilience, from the Horn of Africa to the Sahel

Drawing on our extensive evaluation work in both the Horn of Africa and the Sahel, Groupe URD was a key speaker at the “Exchange on Practices and Lessons Learnt on the Resilience in the Horn and the Sahel” conference in Dakar, the 2-3 July 2013. Indeed, in our evaluation for the IASC in November 2012 we recommended that the humanitarian sector improve the sharing of information between the two areas.

During this conference organised by OCHA and UNDP participants discussed the similarities and differences between the two contexts, and indeed the many variables that exist within the two regions. Some of the exciting experiences to come out of this session include OXFAM’s micro-insurance work in Ethiopia and Initiative 3N from the Nigerian government. National institutions have played key roles in Niger and Kenya, and at a regional level with the Intergovernmental Authority on Development (IGAD).

It is also worth highlighting the highly original Sila in Chad with its “Declaration of Goz Beida”, illustrating how an inclusive and bottom-up approach can turn things around within a resilience framework.

Some major constraints, such as speculation, landownership monopolies and spiralling birth rates, continue to exert ever-increasing pressure on resources. The impact of climate change has been analysed in detail in light of various experiences in these two regions, which, despite being among the most fragile in the world, happen to boast some of the most resilient communities, such as pastoral livelihoods.

During the conference Exchange on Practices and Lessons Learnt on Resilience in the Horn and the Sahel which was held in Dakar on 2 and 3 July, Groupe URD conducted a series of interviews to illustrate the similarities and differences between these two contexts.
