Study of the World Food Programme’s emergency needs assessment methods
2005 - 2006

As part of the WFP’s Strengthening Emergency Needs Assessment Capacity (SENAC) project, Groupe URD conducted a study in Afghanistan, Colombia and Laos. The study looked at the food security needs assessment methods used by the WFP and made recommendations for improvements to its Emergency Food Security Assessment Handbook.

Groupe URD was commissioned by the WFP’s Emergency Needs Assessment Branch (ODAN) to conduct a study of WFP’s emergency needs assessment methods and how needs assessments are used to make decisions for programmes. The study was carried out in 3 countries: Afghanistan, Colombia and Laos.

Involving both field visits and discussions with the WFP and its partners, the study looked at the WFP’s assessment, implementation and M&E methods. Specific recommendations were made for each project and general recommendations were made for improvements to the first draft of the Emergency Food Security Assessment Handbook.
