Training “Evaluating the Quality of Humanitarian Action” in 2014
The Groupe URD Haiti Observatory team held two training sessions in Port-au-Prince, between 31 March and 11 April 2014 on the Evaluation of the Quality of Humanitarian Action. The atmosphere was relaxed and friendly with high levels of participation.
The participants (roughly 20 in each session) were Haitian professionals and managers from a variety of sectors, including public services (Ministry of Agriculture and Ministry of Planning) and national and international NGOs, and professors from the Haitian State University. They were highly enthusiastic about the theoretical and technical aspects covered during our training courses. Video interviews will soon be available online where some of the participants were invited to give their feedback about the training course.
After each “Evaluating the Quality of Humanitarian Action” training session, we encouraged the participants to express their wishes about what should be done once the training course was over. The most commonly cited requests include: participating in evaluations carried out by the Groupe URD; receiving support during their first evaluation after the training course; being kept informed about evaluation-related topics; and, ensuring that other people can continue to benefit from this training course. We will take these recommendations into account in our training monitoring activities and our evaluators’ database, in order to support the participants in using and applying their new skills to benefit their organisations and the country as a whole.
It is worth pointing out that this series of training courses on evaluation which started in 2012 aims to build the capacity of national staff to take a critical look at aid programmes with the help of analytical and appreciation tools. In the long term, these training courses should have a positive impact on the quality of humanitarian and development activities in Haiti. Indeed, participants of previous training courses (2012 and 2013) are already using their evaluation skills by responding to Terms of References and by carrying out evaluations with or without Groupe URD’s support.
