On 13 December 2011, Groupe URD will hold an experience-sharing workshop on the monitoring and evaluation of projects and programmes.

It has emerged from previous work by Groupe URD and discussions with several donors about the quality of monitoring and evaluation of humanitarian programmes/projects in Chad that several organizations operating there have the necessary tools, methods and processes but that the effective use of monitoring and evaluation is often difficult. For example, certain important initiatives, such as the introduction of mills into refugee camps and IDP sites, have very rarely been the object of monitoring and evaluation, experience sharing and lesson learning.

The high turnover of staff, the security context which limits access to the population and the limited availability of financial resources and staff qualified in monitoring and evaluation are the main obstacles to strengthening the monitoring and evaluation of humanitarian programmes/projects in Chad.

The idea of the workshop is to share experiences in order to exchange good practices, analyse constraints and opportunities in relation to reinforcing monitoring and evaluation and to discuss how these constraints can be overcome.

The objectives of the workshop are:

  • To review the M&E methods/tools currently used and the constraints/difficulties met;
  • To present interesting initiatives;
  • To collectively discuss how the existing situation can be improved.

In preparation for this meeting, we will meet a certain number of actors during the week of 6-9 December in order to assess needs, identify experiences to be shared and establish a more in-depth understanding of the issues involved. For those interested, a quick questionnaire can be downloaded and sent to us in preparation for the workshop.
