Groupe URD has been present in Afghanistan since the end of the 1990s. From the end of 2001, we carried out a series of iterative evaluations with mini seminars, which led to the opening of our first observatory of humanitarian relief and reconstruction. In the course of 2008, we were forced to put our activities on hold due to lack of funding and increasingly difficult working conditions. However, we have not closed the door definitively on this country which, over and above its interest in terms of analysis of humanitarian practices, remains very dear to us. We will continue to provide training on a regular basis, and, when there is demand, we will carry out evaluations and provide methodological support to agencies.
