In recent years there has been growing demand for transparency within the aid sector and it has become necessary to carry out evaluations to establish to what extent a humanitarian programme is relevant, effective and sustainable. Evaluations contribute to accountability but, above all, they represent an opportunity to improve learning..

Groupe URD regularly carries out evaluations on behalf of humanitarian organisations – NGOs, UN agencies and funding agencies. These are either evaluations of a particular programme by an NGO in a specific area or of the global response to a large-scale disaster by a number of actors. These can be carried out at different stages in a programme (ex ante, during the programme, ex post) and with varying frequency and duration.

For all these evaluations Groupe URD uses a methodology which is in keeping with good practice as developed by ALNAP, ODI, OECD/DAC and the Quality COMPAS, a quality assurance method created by the association. Our evaluations are carried out to the highest standard, producing reports and recommendations which really can be put to use. As far as possible, a participatory approach is used. They are carried out by a multi-disciplinary and gender-balanced team.

Groupe URD is a member of la Société Française d’Evaluation and ALNAP (the Active Learning Network for Accountability and Performance in Humanitarian Action). We regularly take part in work groups which specialise in evaluations and methodological questions.
We have recently been in charge of some large-scale evaluations. These looked at the international response to the drought in the Horn of Africa, the ECHO—ICRC partnership, French aid to countries affected by the earthquake and tsunami of 26 December 2004 and Danish aid to Chechnya.
