The Practitioner's Handbook
ALNAP – the Active Learning Network for Accountability and Performance in Humanitarian Action commissioned Groupe URD to carry out ‘The Global Study on Participation and Consultation of Affected Populations in Humanitarian Action'. The operational perspective is based on the hypothesis – often upheld but not always proven – which contends that taking into account crisis-affected populations' points of view, hopes, needs, responsibilities, capacities and strategies would contribute significantly to improving humanitarian response.
The project began in 2002. Six country case studies and a final report were produced in addition to the handbook, which was tested in the field until 2005 before being published.
