- Strategic post-crisis evaluation for the Agence Française de Développement (AFD):
In 2005, the Agence Française de Développement began an analysis of its operational practices in crisis and post-conflict contexts, which was later broadened to include the issues of fragile states and prevention. The objective of this analysis was to establish what lessons could be learned from the strategy adopted and the projects put in place in crisis and post-conflict situations, and to make recommendations about how to improve the pertinence of its operations.
The project was run by the AFD’s 'Direction de la Stratégie’, in partnership with Groupe URD, with a steering committee at the helm. It involved:
- Detailed analysis of AFD’s archives;
- Numerous interviews with the agency’s executive, both at AFD headquarters and throughout the network;
- Visits to several development agencies with a clear commitment to these issues, and also in five countries where AFD carries out operations.
Seven mission reports were written: Cambodia (January 2006), the United States (February 2006), Chad (March 2006), United Kingdom (March 2006), Haiti (May 2006), and Guinea (December 2006). |
