Evaluation of DG ECHO’s global response to the situation in Haiti
December 2010– April 2011

This evaluation analysed the quality of programmes funded by DG ECHO in Haiti in order to draw lessons for future strategic planning. It also provided more general lessons for the European Commission and its partners to strengthen their capacity to manage large-scale natural disasters.

Groupe URD has been chosen by DG ECHO to carry out the “Evaluation of DG ECHO’s global response to the situation in Haiti”.

This strategic evaluation focused on the European response to the tragic situation following the earthquake of 12 January 2010, but this has been done from a more holistic point of view and also looked at activities launched as part of the Global Humanitarian Aid Plan for Haiti and the DIPECHO programmes.

The mission should make recommendations with regard to disaster management, reducing the vulnerability of Haitian communities and post-earthquake reconstruction.

The evaluation team included an expert in disaster management and the evaluation of humanitarian action, an architect/urban planner, a WASH expert and an agronomist-nutritionist.
