In response to the earthquake on January 12th, 2010, the German Red Cross and the Austrian Red Cross decided to implement a project in the area of Léogane and Gressier. The response focused on immediate needs (WASH, Shelter and temporary school facilities), mid- to long-term needs (employment, livelihoods and preparedness for the hurricane season) and long-term needs (support for the reconstruction of damaged or destroyed infrastructure and permanent houses; and, strengthening the capacity of the Haitian Red Cross to facilitate the implementation of the operation and to ensure that the services provided are sustainable and compatible).

The project was implemented between May 2010 and September 2013. At the end of the project, in September 2013, the German Red Cross closed the project and handed over the materials to the Haitian Red Cross and other Partner National Societies remaining in the area. A workshop was organised with the Austrian Red Cross to allow both partners to learn from the implementation process.

The main purpose of this ex-post impact evaluation was to identify lessons learnt and improve recovery programme methodology with a specific focus on beneficiaries’ perception of the programme in 6 areas: shelter (temporary and permanent), WASH, Livelihoods, DRR, Capacity building, and Community infrastructure.

The Groupe URD team included a Haitian evaluator, who was a teacher at the State University in Port-au-Prince, and who received training in evaluating the quality of humanitarian action from Groupe URD’s Haiti office. Including former training course participants in evaluation teams allowed them to consolidate what they have learned and was an integral part of Groupe URD’s strategy in Haiti to help build the national capacity in evaluation.
