Reinforcing the capacity of Tripolitans to respond to crises

Groupe URD is taking part in a project coordinated by Bioforce, in partnership with the NGO, North LEDA, which aims to improve the response to crises by organisations from Tripoli (Lebanon). This project is being used to test a new approach to promote aid localisation. It is being implemented over a period of three years beginning in July 2018.

Tripoli, the second biggest city in Lebanon, is home to more than 200 000 refugees and is faced with two major challenges: hosting these refugees, and at the same time supporting the Tripolitans who are faced with a difficult economic and security situation.

This project includes a variety of capacity building activities which will allow local organisations to gain in competence and recognition so that they are able to fully play their role in responding to crises.

It will allow Tripolitan actors to implement a collective, coordinated and appropriate humanitarian response, by:

  • reinforcing the capacities of 30 local Civil Society Organisations (CSOs);
  • accompanying the municipal authorities;
  • setting up a coordination mechanism that makes the most of the complementary qualities of local actors.

Groupe URD will be working with the municipal authorities on their relations with CSOs, and the implementation of their mandate with regard to crises. More specifically, Groupe URD will help the municipality to understand its responsibilities and possible areas of action with regard to crisis management, and will help it to establish its position, its operational processes and a contingency plan.

In addition to coordinating the project, Bioforce will be in charge of reinforcing the capacity of CSOs. This will involve: the development and implementation of a collective strategy to reinforce CSOs; self-assessment by the CSOs of their capacities; and the development and implementation of a joint project.

Finally, North Leda will facilitate the establishment of a structured joint mechanism bringing together local public, private and associative actors, in particular by supporting the development of a collective strategy for crisis preparation and response and by setting up a mechanism for sharing experiences and learning at the local level.

This project is being used to test a new approach to promote aid localisation in Tripoli and is an opportunity to put one of the commitments of the Grand Bargain into practice.
