Aid localisation in the response to the Syrian refugee crisis in Tripoli (Lebanon)
December 2016 - February 2017

This project is a product of our convention with Auvergne-Rhone-Alpes Region which has a long tradition of cooperation the municipality of Tripoli.

The issue of “aid localisation” was one of the central themes of the World Humanitarian Summit. In addition to working with stakeholders from the Global South more frequently, and reinforcing their capacity, this involves working with and through national institutions, taking the local institutional environment into account more, and allowing actors from the Global South greater access to international funding, and better visibility.

Groupe URD carried out a preliminary assessment in advance of activities by the Bioforce Institute funded by the Region. The assessment focused on the city of Tripoli and the surrounding conurbation. Groupe URD has then been responsible for identifying localisation methods being implemented at that time, assessing how these initiatives were perceived by local organisations, and whether these were coherent with their expectations and needs. We also aimed to identify the potential risks involved in working with and supporting local actors in this context and any mitigation measures that were taken.
