Financial aid allocation processes of aid donors

The report, “Evidence-based decision-making for funding allocations” is the result of a six-month study focusing on numerous funding agencies. Basing decisions on evidence is essential to guarantee that limited resources are used in an efficient and effective way. This is all the more important given the current context of decreasing resources and increasing humanitarian needs.

This study was commissioned by ECHO in connection with the Good Humanitarian Donorship initiative (GHDI), in order to:

• Study the current practices of a certain number of humanitarian donors with regard to funding allocations;
• Study the key factors that determine the extent to which evidence is used or not;
• Identify ways to improve these processes.

This work was carried out as part of the activities of the INSPIRE Consortium.
