The evaluation of the Reading class project, which was funded by ASMAE and implemented by its partners in India, constituted an initial collaboration between Groupe URD and ASMAE, who were looking into the idea of adopting an organisation wide quality approach.

Two Groupe URD evaluators went to India in January 2007 to evaluate programmes by ASMAE’s six partners there in the provinces of Maharasthra and Tamil Nadu. A large number of actors were met during the field visits such as teachers, school directors, local government representatives, children, parents and members of associations.

Using the Quality COMPAS reference framework made it possible to analyse the project in depth. It was interesting to note that certain points which are regularly highlighted in evaluations of humanitarian projects were also problematic in this development project.
