Evaluation of a local development programme in the Nord-Ouest department

This article presents extracts of an evaluation report on a programme funded by the European Union (EU) and the FAES entitled “Programme de renforcement et capitalisation des dynamiques de développement local du Nord-Ouest d’Haïti”, implemented by ID and ADEMA from January 2010 to March 2013. This evaluation was conducted by two independent Haitian consultants (Pierre-Michel Joassaint and Eric Balthazar) in February/March 2013 in the Nord-Ouest department. This article follows on from two articles which appeared in issues 5 and 6 of the Haiti Observatory Newsletter: “Participatory planning in urban and rural environments” and “Cyclones and LRRD”.

 Overview of the project

ID and ADEMA began to work with the municipal authorities of Jean Rabel and Bombardopolis aiming to reinforce local authorities by putting in place strategic planning tools in line with the decrees of 2006. This collaboration is based on a participatory approach aiming to solicit the involvement of all local actors in the development process and encourage their ownership of the activities which are decided.

The initial funding allowed communal development plans to be drawn up for Bombardopolis (ID and ADEMA) and for Jean Rabel and Mole Saint Nicolas (ADEMA) between 2006 and 2009. With a view to sharing its experiences, ADEMA developed a local authority reinforcement programme aiming to supply strategic planning tools which allowed them to carry out their role of managing the commune and controlling territorial development. This programme also concerns the implementation of projects from the plans to improve the socio-economic conditions of the local population. As part of this programme which was launched in 2010, ID extended its activities to two communes in the Haut Nord-Ouest: L’ile de la Tortue and Saint Louis du Nord. Communal Development Plans were drawn up. Several structures planned by the decree of 2006, such as the Communal Development Councils and the Communal Section Development Councils, were set up to support the process of elaborating and implementing the plans and facilitating the involvement of civil society in the development process.
