This fourth edition of the State of the Humanitarian System report covers the period 2015-2017. It was coordinated by ALNAP, an international network of humanitarian organisations, and was produced in collaboration with several organisations, including Groupe URD, which was in charge of carrying out the five case studies in Bangladesh, Kenya, Lebanon, Mali and Yemen.

To coincide with the publication of these case studies, Groupe URD is organising a general presentation of the report in Paris. This will be an opportunity to present the key findings of this in-depth study, with reference to experiences in the field.

Sufficiency – Coverage – Relevance and appropriateness – Accountability and participation – Effectiveness – Efficiency – Coherence – Connectedness – Complementarity – Impact: the aid system was analysed in the light of these 10 quality criteria. These will be explored via the five case studies carried out in emblematic countries.

  • The analysis of more than 200 evaluations of humanitarian operations;
  • 151 interviews with key informants;
  • Five country case studies and 346 interviews in the field;
  • A survey with responses from 5000 beneficiaries;
  • A survey with responses from 1170 practitioners;
  • 116 countries concerned;
  • Literature analysis and a database review.
