After 18 months of responding to an unprecedented crisis, it is strategically important to take stock of the response to the multiple needs and challenges that arise. The objective of this work is to provide an initial, general assessment of the response to the humanitarian crisis in eastern Chad and to propose a series of recommendations aimed at supporting the triple nexus approach.
With its experience in the Kanem and Bar-El-Ghazel region, concerned about the scale of the Sudanese crisis and wishing to gain an overview of the situation, the AT / Nexus group asked Groupe URD to produce an analysis of the situation in eastern Chad. The Sudanese crisis, which broke out nearly 20 months ago, is unprecedented in its scale. It is having repercussions throughout the sub-region and along the entire border with Chad.
This report, in French, does not claim to provide an exhaustive analysis of the many initiatives currently underway. Unfortunately, the data is too scattered to achieve this in such a short time and with limited resources. The main objective of this work is to present a useful, relatively reliable snapshot, an initial assessment of the current situation in terms of humanitarian response and development actions underway in eastern Chad; and on this basis, to propose an initial strategic reflection on the prospects, opportunities and risks of the nexus.

- Implement a plan to strengthen the capacities of local authorities.
- Support and strengthen monthly coordination mechanisms.
- Establish a mechanism for data collection, processing and analysis, and rigorous monitoring.
- Strengthen allocations from the Chadian State and the territorial administration.
- Establish a high-level committee in N’Djamena (at the level of ministers/prime minister/ambassadors), ensure collective accountability and transparency.
