An Investigation into Barriers and Enablers to Anticipating and Acting Ahead of Conflict Impacts: Practical Implications for Anticipatory Action Practitioners, Start Network, 2026
As conflict drives record levels of displacement and humanitarian need, there is growing interest in whether anticipatory action can also be applied to the humanitarian impacts of violence. Yet despite increased attention, progress remains limited. Through key informant interviews, the study examines how organisations currently monitor conflict risks, what prevents them from acting early, and what conditions could enable more proactive responses. The full report and executive summary offer insights for practitioners, donors, and policymakers working to advance anticipatory action in conflict-affected contexts, with a focus on building approaches that are locally grounded, conflict-sensitive, and operationally feasible.
Grand Bargain: 10 years on. Protecting Quality under Scarcity, Oxfam, 2026
The Grand Bargain reaches its 10-year mark in 2026 at a moment of acute funding cuts, hyper-prioritization and rising pressure to prioritize quantity over quality. The Facilitation Group are now leading consultations to inform negotiations on how the Grand Bargain evolves beyond 2026. This paper argues that progress since 2016 is real but fragile, and that the next phase must learn from what has enabled and hindered delivery.
