The Emergency and Post-Crisis Reflection Group (GRUPC) brings together senior representatives from French NGOs to discuss the evolution of humanitarian action within a rapidly changing international context. It meets regularly and has been part of an ongoing process of reflection since 2018.

Two key themes have been placed on the agenda for this December 2025 session. Although each has already been addressed at previous meetings a few years ago, they now appear with renewed urgency.

The first concerns the prevention and management of risks of abuse within humanitarian organisations, through the evolution of Safeguarding policies.

The second concerns how international solidarity organisations are adapting to climate change and re-examining their intervention models.
