This study is being conducted as part of the PASFASS 2 project. This second phase of PASFASS builds on and consolidates the results of phase 1 (2019–2024) and has the overall objective of reducing gender inequalities by improving sexual and reproductive rights and health in Chad.
As part of the PASFASS 2 project, Groupe URD is carrying out a ‘double’ assessment:
  • An assessment/review of reproductive health and the results achieved at the end of the first phase of the project (PASFASS 1) 18 months later.
This work makes it possible to measure any gap between the results observed at the end of the first phase of the PASFASS project and the current situation. The aim is to gain a clear understanding of the achievements on which phase 2 of the project can build and the areas requiring vigilance.
This review is all the more important given that 18 months have passed since the end of the first phase of the project. Furthermore, since January 2025 and the sudden suspension of USAID funding, thousands of interventions, particularly in the area of sexual and reproductive health (SRH), have been interrupted. What is the impact? What factors need to be taken into account in PASFASS 2? The assessment will attempt to answer these questions while identifying the potential risks that the PASFASS project may face.
  • An in-depth assessment of reproductive health and gender-based violence (GBV), with a particular focus on adolescent health.
This assessment aims to identify existing legal, health and community actors in the field of GBV and services dedicated to adolescents and young people. This approach also enables the creation or reactivation of pre-existing clusters and the networking of local civil society organisations (CSOs).

The objectives are as follows:

  • Take stock 18 months after the closure of PASFASS 1.
  • Assess the consequences of the decline in Official Development Assistance and identify the potential risks this could generate.
  • Identify and evaluate existing mechanisms for sexual health and GBV prevention and management in order to guide PASFASS Phase 2 interventions with a focus on adolescents.
