The notion of "humanitarian space" is complex. It can be conceived as a "symbolic" space of freedom of intervention, characterized by certain modalities, and therefore endangered by the obstacles and constraints imposed on humanitarian actors. This actor-centred approach, however, risks overlooking the real issues, primarily those related to populations. The humanitarian space would then first of all be related to the degree of respect and protection of the victims of crises.
