In addition to looking in detail at the composition, performance and quality of humanitarian response, this new edition of the ALNAP Report will compare the current results with those obtained in the previous studies. This will help to identify the main changes that have taken place and the main trends that have appeared in the last ten years. The results of humanitarian projects will be evaluated using the OECD DAC criteria, using an updated and improved methodology based on lessons learned from previous editions.
The new study will also evaluate the impact of changes brought by the commitments of the World Humanitarian Summit and the Grand Bargain, particularly concerning aid localisation, resilience and inclusion.
Groupe URD will be responsible for conducting the interviews and case studies needed to write the new Report. Around one hundred interviews will be carried out throughout 2017. The interviews and case studies will take place in a number of different countries (Nepal, Myanmar, Haiti, Central African Republic, Mali, Lebanon, etc.) in order cover different kinds of crises and responses: complex and long-lasting crises, migration and refugee crises, as well as rapid-onset natural disasters.
The interviews and case studies will analyse the different functions of humanitarian response (rapidity of the response, resilience, protection, advocacy, etc.) and will aim to highlight the main ways that the aid system has evolved.
