This week-long course will involve simulation exercises based on three crisis scenarios: an explosion in an area of the city; a major earthquake in Tripoli; a tsunami, followed by flooding and the mass displacement of refugees.

The objective of these exercises is to:

  • test that existing local resources are mobilised and used effectively (municipal services, fire brigades, hospitals, police, Red Cross and Red Crescent, army, NGOs, etc.);
  • test the functioning of the crisis unit, its multi-sector coordination, its capacity to mobilise national and international resources, and to manage information.

The training course is aimed at: the staff of the municipal risk management unit, hospital managers and potentially members of the governorate team, all the civil society organisations from Tripoli involved in the project that has been running for 2 years, and any others who are interested.

The aim of this session is to help participants acquire the basic competencies to fulfil their responsibilities in responding to emergencies and disasters that could affect the city of Tripoli, and to collectively amend the city contingency plan (SOP).
