This mid-term review that was planned in the strategy has been carried out by Groupe URD. It aims to describe the progress made and difficulties encountered since 2012 in order to identify ways of accelerating and consolidating the implementation of the strategy for the second period until 2017.

The drafting of the French humanitarian strategy is in line with the directives of the European Consensus on Humanitarian Action, the wishes of French humanitarian organisations and the recommendations of the OECD. Adopted in July 2012, this document provides an institutional framework for an area of intervention by the state that is currently being adapted to changes in crisis contexts.
