At the request of DG ECHO, Groupe URD and ODI are launching a lesson learning exercise on the humanitarian response to the 2016/17 drought in the Horn of Africa by comparing it to the response to similar crises that have affected the area in the recent past. The aim will be to establish how the humanitarian system and DG ECHO-funded responses have evolved over time and whether this has led to a better response to humanitarian crises in the region. This is being done as part of the work of the INSPIRE Consortium which provides DG ECHO with support in developing and disseminating its humanitarian policies.
