2005 was a year of quality challenges for NGOs. Indeed, the first evaluations of the actions carried out in response to the Tsunami that hit South-East Asia at the end of 2004 raised many controversies in public opinion. Donor confidence is more fragile than ever, as a result of a massive influx of capital whose management is regularly questioned by the media. NGOs are thus faced with increased controls and questions about the quality of humanitarian aid in an internal context of a newly emerging "Quality culture".
