START Network

The Start Network is an international network of NGOs that enables a broad range of humanitarian actors and partners to provide the best possible solutions for people affected by crises. It aims to provide platforms to enable collaborative approaches to decision-making and provision, to achieve more together than any single organisation acting alone could accomplish.

In 2015, the Start Network began three collaborative responses to enable agencies to respond in a coordinated way to large-scale crises, including the European Refugee Response (a collaboration between 17 Start Network member agencies and non-member agencies) in Greece, Croatia, Slovenia, Macedonia and Serbia, to implement a programme of action for the winter of 2015-2016. Groupe URD was selected to evaluate the Response.

The evaluation took place from April to June 2016 to evaluate the adaptiveness of the Response, as well as the pertinence, effectiveness, efficiency and collaborative advantages of the humanitarian response delivered along the migratory routes.

The activities of the Start Network, which began at the end of October 2015 for a period of five months, consisted of helping the migrants cope with the wintry conditions via distributions of food and non-food items to cover basic needs, camp management, helping with the circulation of information, improving collaboration between partners and local authorities, etc.
