The United Nations Relief and Work Agency, which has particular characteristics linked to the history of the conflict between Israel and Palestine and the situation of the Palestinian refugees, was created in 1949. It has been receiving support from ECHO since 1996 as part of broader assistance to the Palestinians from the European Union.

Evaluating a partnership between a donor and an operator involves understanding the extent to which it allows the two parties to improve the quality of service they provide to the target population. This, therefore, was the overall objective of this evaluation which took place between July and October 2008, with field visits to the different regions involved (Lebanon, Gaza, the West Bank and Jordan) and meetings in Brussels.
