The INSPIRE+ consortium, made up of ODI, Development Initiatives, IECAH, FAIREPROD and Groupe URD, the consortium lead, has been selected by DG ECHO, following a call for proposals, to help develop the European Commission’s humanitarian policies.
The consortium will provide DG ECHO with short-term, ready-to-use expertise, as well as continuous support in areas related to humanitarian aid. The contract is for two years and can be renewed twice for a year at a time. It follows on from the different activities we have carried out with DG ECHO since 2012.

Update of humanitarian policies:
- Support to DG ECHO to promote equitable partnerships with local actors, May 2022-December 2022
- Update of DG ECHO health policy, February-December 2023
Studies & analysis:
- Mapping of climate and environment experts to help implement commitments 1 and 2 of the Climate and Environment Charter, October 2022-January 2023
- Study for DG ECHO on linking humanitarian operations and social protection systems, April-October 2023
- Analysis and development of DG ECHO’s territorial (area-based) approach, July-December 2023
Methodological supports & trainings:
- Assessing the impact of the “Enhanced Response Capacity” (ERC) funding mechanism, June-December 2023
- Design and roll-out of a modular training course on humanitarian cash assistance aimed at DG ECHO staff, September 2022-November 2023
- Providing DG ECHO with support in monitoring Minimum Environmental Requirements, October 2022-September 2023
- Review of the transport & logistics framework contract, April-June 2023
Groupe URD also supervised work carried out by external consultants to review of the transport & logistics framework contract (April- June 2023), and to support digital innovation (including private sector engagement) amongst its partner organisations and the scaling of digital tools (March – September 2023).
