This two-year programme is made up of two projects funding by the French Development Agency and USAID, in connection with the ONEA, Office national de l’eau et de l’assainissement.

It is being implemented by a consortium:

  • Solidarités International is the lead agency, in charge of managing infrastructure and evaluations;
  • The Gret, who is in charge of institutional monitoring, capacity building and activities related to social anthropology and hygiene promotion;
  • Groupe URD, who is responsible for monitoring and evaluation, operational research, learning and lesson sharing.

As well as the technical aspects of building the capacity of water management and supply services, one of the objectives is also to monitor, evaluate, manage knowledge about and disseminate methodologies and lessons learned, with a view to potentially replicating them in the main urban centres of Burkina Faso where there are IDPs.

 

With its know-how in this area, Groupe URD is the consortium’s learning partner, and is responsible for:

  • Three EIMS iterative evaluations with feedback sessions, which are an opportunity to take a step back, carried out with specialists from Burkina Faso;
  • Mechanisms to increase agility, and particularly the establishment of sentinel indicators and tools for monitoring how the context evolves, for adapting programmes and for negotiating with the donor about what needs to be adapted;
  • Operational research, the topics decided collectively depending on the needs within the context.
