As part of strategic reflection to help regions with low population density in the Sahel, the Centre for Conflict Development and Security and the World Bank’s Poverty Reduction and Economic Management department asked Groupe URD to carry out a study on local governance in Mali. The study aims to understand and measure the impact of the basic services provided by the state, both at the individual and the collective level, and identify options that are susceptible to guarantee effective and fair access to different services, favouring social cohesion in Mali.
