This review analyses the issues at stake in the urban sector in Afghanistan between 2001 and 2006. It aims to understand what progress the reconstruction process has made, the difficulties that are holding up operations, the authorities in charge of urban questions, how programmes are designed and why only a few programmes have been implemented in 2006. This was carried out in connection with the LRRD project in Afghanistan.
