Launch of the study on localisation for Trócaire

In a context where there is increasing need for humanitarian aid, the localisation of aid is seen as a solution in connection with the “Grand Bargain” drawn up at the World Humanitarian Summit. Trócaire has worked with local partners in humanitarian responses for many years. It wants to use its experience to establish ways to facilitate localisation. It has therefore asked Groupe URD to help it define the concept of “localisation”, assess the issues at stake and outline ways of improving this process.

Whereas it is estimated that only 0.2% of funding is allocated directly to local organisations for the implementation of programmes, the Charter for Change (C4C) calls for international organisations to contribute to the localisation of aid. This initiative aims to facilitate aid delivery and improve effectiveness, efficiency and sustainability, as well as reinforce local capacity.

The strategy adopted by Trócaire aims to reinforce the capacity of its local partners and share the essential aspects of humanitarian action with them. Through these partnerships, Trócaire aims to reinforce humanitarian aid in the least accessible areas (for geographical or security reasons), and improve ownership and resilience amongst the local population.

At the end of the study, a lesson-sharing document entitled “More than the Money” will be produced for the commissioning organisation. An article will also be written and disseminated as widely as possible in order to share the lessons learned during this project.
