Whereas it was estimated that only 0.2% of funding was allocated directly to local organisations for the implementation of programmes, the Charter for Change (C4C) called for international organisations to contribute to the localisation of aid. This initiative aimed to facilitate aid delivery and improve effectiveness, efficiency and sustainability, as well as reinforce local capacity.

The strategy adopted by Trócaire aimed to reinforce the capacity of its local partners and share the essential aspects of humanitarian action with them. Through these partnerships, Trócaire aimed to reinforce humanitarian aid in the least accessible areas (for geographical or security reasons), and improve ownership and resilience amongst the local population.

Two case studies have been implemented in Myanmar and DRC.
