The issue of “aid localisation” was one of the central themes of the World Humanitarian Summit. In addition to working with stakeholders from the Global South more frequently, and reinforcing their capacity, this involves working with and through national institutions, taking the local institutional environment into account more, and allowing actors from the Global South greater access to international funding, and better visibility.

Groupe URD will thus carry out a preliminary assessment in advance of activities by the Bioforce Institute funded by the Region. The assessment will focus on the city of Tripoli and the surrounding conurbation. Groupe URD will be responsible for identifying localisation methods currently being implemented, assessing how these initiatives are perceived by local organisations, and whether these are coherent with their expectations and needs. We will also aim to identify the potential risks involved in working with and supporting local actors in this context and any mitigation measures that are taken.
