The RESILAC project will soon be entering its final year of implementation. In January 2020, the two-year start-up phase gave way to the deployment phase, during which certain activities were scaled up and others were began. While staff are beginning to wonder about the possibility of the programme being extended and about the exit strategies to adopt during this last phase, there continue to be considerable implementation challenges: insecurity for the population and staff due to the deteriorating security context, the difficult health situation due to the COVID-19 epidemic, the continued high staff turnover in field positions, etc. This evaluation will be carried out at a key stage of the project and will aim to provide answers to the numerous questions raised by the complex context of the Lake Chad region.

The objective of the evaluation is to analyse the implementation of the project and the evolution of the contexts. It will aim to provide the consortium partners, the Regional Coordination Unit and the teams in the field with guidance regarding the relevance and impact of the project, and will cover 3 main areas:

  • The relevance of the approach and the implementation methods;
  • The sustainability of the project and exit strategies;
  • The impact of the project in terms of resilience.

The evaluation is also part of broader agenda: prior to the national lesson-learning exercises, it will provide essential information to teams, it will help to understand their difficulties, and it will help to adjust activities and operational methods. The lesson-learning exercises will themselves be used to determine adjustments for the months ahead.

The evaluation team will be made up of three evaluators from Groupe URD who will provide remote support to four national experts (1 per country), who will cover all the operational areas.
