Fondation de France
In response to the catastrophic images broadcast on television and the deeply moving stories of the Haitian people who have already suffered so many years of political crisis and under-development, donations were made all over the world via different public and private channels.
In France, certain sections of the media established a partnership with the Fondation de France (FDF) to centralise the fund-raising campaign. A very large amount was raised, which was then redistributed to NGOs to fund relief and reconstruction operations.
Six months after they were launched, this evaluation aimed to review the emergency relief operations which have taken place, and more precisely, to evaluate a certain number of programmes by looking at the whole operational cycle:
- The initial assessment and needs analysis phase (were the initial assessments of a high standard, did they correspond to needs, etc.?)
- The design phase (objectives, strategic choices, targeting of beneficiaries, knowledge of context, involvement and participation of local actors, etc.)
- The implementation phase (appropriateness, efficiency and effectiveness of operations, the extent to which the means used were in proportion to the activities implemented, how they were perceived by local people, etc.).
Coordination between the different actors involved in managing this disaster (UN agencies, local and international NGOs, Clusters, Ministries, etc.) has also been evaluated, as certain specific points of the process implemented by FDF (What follow-up was planned for programmes? What links were planned between the emergency, post-emergency and reconstruction phases?).
