EIMS is an iterative method of reflection and evaluation that forms part of an approach designed to support continuous learning, enabling operational teams to regularly take a ‘step back’ from their day-to-day activities and learn collectively.

Three EIMS are planned as part of RESILAC 2 to carry out this critical analysis exercise at specific times, focusing on a number of key issues (areas of uncertainty), in order to inform decisions and approaches to the implementation of certain activities.

Led by individuals who are not involved in day-to-day operational activities on the ground, the EIMS offers implementing partners the opportunity to take a useful step back for reflection, whilst receiving additional support in the form of constructive and independent input.

Accordingly, the project’s first EIMS was carried out by Groupe URD to analyse the project’s start-up phase and activities, with a field mission taking place from April to May 2025 in the three countries where the project is being implemented, focusing on stakeholders’ ownership of the project and the governance model.
