The mission has also aimed to allow the different stakeholders working on specific themes, and in specific geographical areas, to take on greater responsibilities. This allowed humanitarian actors to improve the allocation of resources to populations affected by conflicts and located in areas without basic services.

The mission included a review of existing coordination mechanisms and LRRD initiatives, a mapping of the different kinds of aid being delivered, and the integration of return programmes into institutional support programmes. The results have been presented during a workshop in Bangui on 17 March 2016.

Following that work, Groupe URD has been facilitating a planning and learning workshop in connection with the “Bêkou Fund”, from 29 June to 1 July. This fund is the first of the new funding instruments for the transition from relief to development established by the European Commission and certain Member States.

This workshop has been held at a strategic moment: the new government has now taken office and the issue of post-crisis funding was discussed at length at the World Humanitarian Summit. The Central African Republic is determined to no longer be an aid “orphan”, receiving only humanitarian aid.
